Once you give them the power to tax, even if the project is dead, they will try to find other uses.

If this isn't bait and switch, I don't know what is.

What about returning the money to the taxpayers?

You just gotta love government. They have to keep collecting the tax and maybe two years from now they will let us know what they will spend the money on. Want to bet the good old boys will find a way to pocket the money for themselves?
